Women in a high-rise tower block say a naked neighbour has plagued them for years, pleasuring himself in full view of everyone else. <\/p>\n
James Bakk, 70, has now been arrested and charged with two misdemeanour counts of public indecency. Residents of the apartment block in Chicago, US, said they've been trying to alert law enforcement of his behaviour for a long time. <\/p>\n
Graphic footage captured by one of the neighbours shows a man wandering around his apartment fully nude, touching himself in front of the window and exposing his genitals to the tower block across the street. <\/p>\n

Apartment owner Kaitlyn Brynarski described Bakk's behaviour as a "daily nightmare". She told WGNTV: "24\/7, he's naked in his unit. For 10 to 15 minutes a day, he will go near the windows and expose himself and touch himself." <\/p>\n
Brynarski, who moved in two years ago, said she was considering selling her home because of it. She also confronted Bakk in the lobby of his building earlier this year. He supposedly responded "I understand" but didn't stop his behaviour.<\/p>\n
Another woman reportedly kept a log of Bakk's behaviour that shows he exposed himself 68 times over the past 10 months. A group of women reported him to police, alleging that on one occasion he also held a sign up saying "come over". <\/p>\n

Despite complaints to police, building management and the city alderman, it was only after WGN reported the women's concerns that Bakk was arrested. Initially, police apparently told the women he could not be charged as the crime was inside his home. <\/p>\n
Bakk is yet to enter a plea on his public indecency charges. When confronted by WGN in August, he acknowledged that his neighbours had asked him to stop the behaviour. However, he said the women should simply "put the blinds down".<\/p>\n
