The Transport Secretary has insisted that Sadiq Khan’s own science proves that his expansion of the ultra low emission zone (ULEZ) to the whole of London is just a cash grab and will not save lives.<\/p>\n
The London Mayor’s controversial policy, which is costing thousands of people \u00a312.50 a day in a new driver tax, was brutally dismantled by Mark Harper in a new intervention.<\/p>\n
The scheme came into place on August 29 and affects diesel vehicles older than 2015 and petrol from before 2005 with a few exemptions.<\/p>\n
But Mr Harper insisted that despite the lack of scientific justification he did not have the legal powers to intervene to stop the cash grab by London’s Labour Mayor.<\/p>\n
Instead, he claimed the only way to stop it was for Londoners to vote for Tory candidate Susan Hall next May.<\/p>\n

It’s about revenue.”<\/p>\n Many believe that he has the power to stop transport schemes which have a negative effect on people outside London or are contrary to government policy under the legislation which created the position of London Mayor.<\/p>\n But Mr Harper again insisted that he had looked into the issue extensively and been told he could not stop Khan.<\/p>\n He said: “Fundamentally, I don’t have the power to do it.<\/p>\n Don’t miss… <\/strong> <\/p>\n We use your sign-up to provide content in ways you’ve consented to and to improve our understanding of you. I’ve taken internal legal advice from the department.<\/p>\n “But also I really wanted to kick the tires knowing how concerning this is to people in outer London.<\/p>\n “So I took external legal advice as well. And I just don’t have the power to stop it.<\/p>\n “It’s the decision of the London Mayor.”<\/p>\n He urged people to back the Tory candidate for London Mayor, Susan Hall.<\/p>\n Mr Harper said: “If she’s elected, she’ll scrap it.<\/p>\n “If Londoners, particularly in outer London want to stop the expansion of ULEZ and to roll it back and then they need to elect Susan Hall next year. And that’s what she’ll do on day one.”<\/p>\n Already, the Tories have won a surprise by-election victory in Uxbridge and South Ruislip on the back of fury over the ULEZ expansion.<\/p>\n Mr Khan has always said that the issue is about air quality and claimed that expanding ULEZ will save around 4,000 lives a year.<\/p>\n
